Ans: C
Number of equivalence classes with 5 elements with three elements in each class
 
could be 2,2,1 and 3,1,1.

3,1,1 could be chosen in (5C3*2C1*1C1)/2! = 10

2,2,1 could be chosen in (5C2*3C2*1C1)/2! = 15

So, total 10 + 15 = 25.
